The obvious layer

The four consolidated labour codes bring wage, social security, industrial relations, and occupational safety under a single compliance surface. Most infrastructure HR heads have briefed their boards on payroll, contract labour, and gratuity implications.

That is the visible half.

The layer nobody has audited

The Occupational Safety, Health and Working Conditions Code (OSH) extends employer responsibility for PPE, safety equipment, welfare stores, and canteen supplies to every worker on every site — including workers on contractor and sub-contractor rolls.

Which means the stores register on your site is now a compliance artefact for labour law, not just for materials audit.

If your site cannot produce a clean issue record for safety helmets, harnesses, welfare kits, and first-aid supplies against a named worker roll on a spot inspection, that is a labour code exposure — regardless of what your HR MIS says.

The 100-day question

Run this test on any of your top five sites this week:

1. Ask the stores in-charge for the last 30 days of issue records for Category "Safety & Welfare". 2. Ask HR for the daily worker headcount at the same site for the same 30 days. 3. Ask both to reconcile against a single named-worker register.

If that exercise takes more than 48 hours, or produces gaps, your site is not code-ready.

What the codes have quietly rewired

Under the old regime, PPE and welfare stores were treated as a materials-management concern with a light compliance overlay. Under the codes, they are a first-class compliance concern with a materials-management substrate.

Your stores governance either supports that, or leaks it.
